A Human Rights Agenda for Afghan Presidential Candidates

Amnesty International calls on all 38 presidential candidates to commit themselves publicly to fulfilling Afghanistan's international human rights obligations and national benchmarks on governance, the rule of law and human rights. Specifically:

 1. Fulfill Afghanistan's international human rights obligations

 2. Reform the judiciary and law enforcement

 3. End arbitrary arrests, unlawful detentions and torture

 
4. Combat impunity for past human rights violations

 
5. Ensure the right to freedom of expression including media freedom

 
6. Provide assistance to internally displaced persons and returnees

 
7. Impose a moratorium, then abolish the death penalty

 
8. Effectively protect the rights of children

 
9. Ensure the rights of women in law and practice

 
10. protect civilians caught in the conflict
